The Effective Date Controls

Reconstruct the market as it existed—not as it later became

A retrospective appraisal analyzes the property and market as of a prior date. The relevant evidence may include historical sales, listings, market conditions, property condition, financing, zoning, and information available to market participants at that time.

Later events may help locate or interpret historical evidence, but they should not be treated as though buyers and sellers necessarily knew the future. The report must distinguish the historical facts from hindsight.
