About Ryan R. Bailey, MRED

Experience in Complex Real Estate Valuation

Ryan R. Bailey is a Certified General Real Estate Appraiser, expert witness, and consultant whose practice is concentrated in litigation, appraisal review, consulting, and difficult residential and related real estate valuation matters throughout Arizona.

Professional Background

Appraisal experience directed toward non-routine assignments

Ryan has appraised real estate since 2001. Beginning in 2008, his work moved increasingly toward litigation, appraisal review, and complex valuation through his work with Sell & Associates, Inc. Those assignments now form the principal focus of his appraisal and consulting practice.

Representative work includes condominium termination, high-value and unusual residential property, family law, construction defects and diminution, condemnation, property rights, retrospective valuation, and review of disputed appraisal opinions.

Current Practice

Appraiser, reviewer, consultant, or expert witness

The service and role are defined at the beginning of the engagement. An appraisal develops an independent value opinion. An appraisal review evaluates appraisal work and may include the reviewer’s own value opinion when required by the scope. Consulting may address valuation issues without producing a separate appraisal opinion.

Ryan’s experience includes engagements for private clients, municipalities, state agencies, and other public or institutional entities.

Education

Real estate development and valuation

Ryan holds a Bachelor of Science in Business Administration and a Master of Real Estate Development from Arizona State University. The MRED curriculum integrated market analysis, finance, law, entitlement, design, construction, and development decision-making.

He also received Appraisal Institute general/commercial appraisal coursework equivalency credit in subjects including income capitalization, sales comparison, site valuation, cost analysis, market analysis, highest and best use, report writing, finance, statistics, and valuation modeling.

Brokerage Background

Separate professional role; additional market perspective

Ryan has held an Arizona real estate broker license since 2009 and has been affiliated with HomeSmart, LLC as an Associate Broker since 2019. Brokerage is separate from the appraisal and litigation services provided through Bailey Valuation & Consulting.

The brokerage background provides practical exposure to transactions, market behavior, negotiation, disclosure, and property-specific issues without changing the independent role required in an appraisal or appraisal-review assignment.

Mentorship & Collaboration

Years of Direct Work with Jan A. Sell

Ryan began working with Jan A. Sell and Sell & Associates, Inc. in 2008. That relationship became a significant part of Ryan’s development in litigation valuation, providing years of direct exposure to complex appraisal assignments, contested valuation issues, appraisal review, report development, consultation with counsel, deposition preparation, and expert testimony.

The experience gained through years of direct mentorship and collaboration cannot be replicated through coursework, seminars, or routine appraisal practice alone. It reflects repeated exposure to difficult valuation problems, competing expert opinions, and the practical demands of defending appraisal methodology and conclusions in contested matters.

Ryan continues to perform a substantial portion of his litigation work with Sell & Associates.

Bailey Valuation also accepts select pro bono matters in support of legal-service and educational programs.
